Pet relocation · welfare and border control
Moving pets to Southeast Asia
A pet move is two projects that must finish together: the animal must meet the destination's legal health conditions, and the route must be safe enough for that individual animal. Neither a freight booking nor a vaccination record proves both.

Critical Bali exception · checked 26 August 2026
Do not plan a cat or dog import into Bali
The official UK guidance notes for Indonesia export certificate 3905 say cats and dogs cannot be imported into Bali province. An Indonesia permit or certificate does not override the territorial prohibition. Do not route an animal unofficially through another island.
The legal and welfare critical path
Sequence matters more than speed
The exact microchip, vaccination, testing and timing rules come from the current export health certificate and destination permit—not this generic diagram.
Country entry gates · checked 26 August 2026
The permit is part of the route, not an arrival formality
| Destination | Official planning gate | Resolve before booking | Watch point |
|---|---|---|---|
| 🇹🇭 Thailand | Department of Livestock Development import permission and an official English health certificate. | Current R.1/1 procedure, import conditions, approved entry point, EHC 2917 and airline carriage. | DLD's Thai procedure says apply at least seven days before; build a much larger project buffer. |
| 🇲🇾 Malaysia | MAQIS import permit, DVS veterinary conditions, ePermit and any quarantine reservation. | The schedule applying to the UK, microchip/vaccine/test conditions, port and quarantine space. | Do not copy rules for a non-scheduled rabies country onto a UK-origin animal. |
| 🇻🇳 Vietnam | Current destination health conditions, UK EHC and Vietnamese veterinary entry process. | Permit/registration need, certification language, arrival airport, inspection and local receiving contact. | Get written confirmation from the veterinary authority/agent for the exact species and route. |
| 🇮🇩 Indonesia | Mandatory Indonesian import permit plus current EHC 3905 for eligible territories. | Permitted province, port, quarantine, health sequence and receiving arrangements. | Bali is prohibited under the current official UK guidance notes. |
| 🇵🇭 Philippines | Bureau of Animal Industry sanitary and phytosanitary import clearance before export. | Current SPSIC conditions, health certificate, microchip/vaccination evidence, port and inspection. | Use the Department of Agriculture's current application route, not an old permit screenshot. |
A welfare decision, not just compliance
Score the animal and the journey separately
Animal factors
- Age, airway, heart and underlying health
- Temperature tolerance and anxiety history
- Crate comfort and separation experience
- Ability to settle in the destination climate/home
Route factors
- Direct operating flight versus transfers
- Season, ground temperature and embargoes
- Transit-country permission and handling
- Delay, missed connection and emergency plan
Honest alternatives
- Delay the pet until housing stabilises
- Choose a different lawful destination
- Use a trusted long-term carer
- Rehome responsibly if travel is not humane
The travelling document set
One original pack, two secure copies, one named custodian
- Import permit/SPSIC and all destination conditions, exactly matched to animal and port.
- Microchip record, complete vaccination history, test reports and official export health certificate.
- Owner/importer identity, travel and authority letters where the animal is not accompanied by the owner.
- Air waybill or booking, crate details, operating-carrier confirmation and receiving-agent contacts.
- Insurance, veterinary summary, feeding/medication instructions and time-zone-aware emergency contacts.
- Great Britain return plan and preserved originals needed for a later journey.
Control the final document window. Work backwards from the operating flight, not the booking email. Name the official vet, permit issuer, laboratory, airline, agent and backup flight; record weekends and public holidays that can break a short validity window.

Questions about moving pets to Southeast Asia
How early should we start moving a pet to Southeast Asia?
Begin 6–9 months ahead. The exact critical path can include identification, vaccination, waiting periods, testing, import permission, quarantine booking, export health certification and an airline-approved route. Use the destination's current UK export certificate as the sequence source.
Can I move my dog or cat directly from the UK to Bali?
Do not plan on it. The current official UK notes for export certificate 3905 state that import of cats and dogs into Bali province is prohibited. An Indonesia-wide certificate is not permission for Bali. Do not use an unofficial overland or inter-island route; verify any future rule change with Indonesian and Bali authorities before committing.
Does an export health certificate guarantee entry?
No. It certifies specified animal-health conditions for export. The destination may also require an advance import permit, quarantine booking, inspection, fees and compliance with breed, airline or port rules.
Will our pet have to quarantine?
It depends on destination, origin country, species, health evidence and current rules. Malaysia, for example, routes applications through MAQIS and can require quarantine arrangements under its conditions. Never rely on a relocation blog's generic country summary.
Can our regular vet complete the paperwork?
The UK export process requires an official veterinarian for the export health certificate. Your regular practice may have an OV, but confirm the required qualification and appointment timing when you nominate the vet.
Can a pet travel in the aircraft cabin?
That is an airline and route decision separate from country entry permission. Aircraft type, species, size, route, transit airport and operating carrier can all change carriage. Get written confirmation for every flight segment.
What if the pet travels after the family?
Confirm who may be importer or authorised agent, the relationship between owner and animal, the permitted arrival window, customs handling and who will receive the pet. An unaccompanied or manifest-cargo movement may follow a different process.
How do we plan a pet's return to Great Britain?
Check the Great Britain entry route before leaving. Microchip, rabies vaccination, approved-country status, blood testing and tapeworm treatment can affect return. Preserve originals and avoid a route that makes return much harder.
Is sedation recommended for a flight?
Do not medicate or sedate without a veterinarian who understands the animal and air travel. Airlines can restrict sedation, and physiological effects at altitude may increase risk. Build crate acclimatisation and route choice into the welfare plan.
