Health cover, pensions and family benefits
The short answer: Update the overseas address in the French tax account, document where the household, main activity and economic interests moved, and prepare the correct departure-year declarations. Tell CPAM, pension and benefit bodies separately; replace health cover before it ends; and check continuing French tax on property, pensions, work or investments. French citizens can then register with their consulate after arrival.
French tax residence is about the family's real centre of life
French domestic law can treat someone as fiscally domiciled in France when their household or principal place of stay is there, when their main professional activity is in France, or when France remains the centre of economic interests. The household test can remain important where a spouse or children stay in France while one adult moves first.
A double-tax treaty with the destination may settle overlapping residence, but only after both countries' domestic rules are applied. Keep housing, school, work, business, bank, property and travel evidence that shows when the family's centre of life actually changed.
- Record the date the family home changed and whether a French home remained available.
- Map where each adult physically worked and where a business was directed.
- List French property, pensions, investments and other continuing income.
- Check the destination treaty before assuming one country's return replaces the other's.
Prepare the departure-year French declarations
For the departure year, official guidance distinguishes income received before departure from French-source income received after departure. In the standard case, form 2042 reports the relevant income before departure and form 2042-NR reports taxable French-source income after departure. Online filing guides the user through the applicable fields.
Update the overseas address and departure date in the impots.gouv.fr account and keep access to secure messages. In later years, non-residents generally remain taxable in France on defined French-source income. Property taxes can continue on French real estate, and the Service des impôts des particuliers non-résidents may become the contact point.
Worth knowing: France's exit-tax rules can apply to some substantial shareholdings and securities portfolios. If either adult owns a company or a material investment position, get French cross-border advice before selling, gifting or fixing the departure date.
Tell Assurance Maladie and replace cover properly
Contact the CPAM with the move date, destination and future work or pension status. Permanent residence outside the EU, EEA and Switzerland does not give a family ordinary destination healthcare through the European card. Retirees, posted workers and people covered by a social-security agreement can have different routes, so ask for the answer that matches the exact status.
Arrange local or international insurance before French entitlement ends. Check inpatient and outpatient limits, maternity, chronic conditions, mental health, direct billing and medical evacuation. Collect a médecin traitant summary, vaccinations, test results, prescriptions and medicine names that a destination clinician can understand.
Keep pension rights and benefits up to date
French retirement pensions can be paid abroad, but the tax, health contribution and claim process depend on residence, nationality, insurance history and any agreement with the destination. Download a relevé de carrière, correct gaps and update every basic and supplementary pension body.
Pensioners living abroad are generally asked for a certificat de vie each year; missing it can suspend payment. Residence-based minimum benefits such as Aspa do not normally continue after a permanent move. Tell CAF, France Travail and other benefit bodies directly rather than relying on a tax address change.
- Save the career statement and contact details for every caisse.
- Check payment account, currency, deductions and life-certificate procedure.
- Review beneficiaries and survivor records for supplementary and private plans.
- Confirm which family or unemployment benefits stop, continue or require repayment.
Plan the French home, banking and investments
A French property can keep income tax, social levies, taxe foncière, wealth-tax or reporting questions alive depending on use, value and the treaty. Obtain lender and insurer permission before letting, understand tenancy protections and appoint someone who can manage urgent property issues lawfully.
Tell banks, assurance-vie, PEA, securities and pension providers the real overseas address. Some accounts can be retained while transactions, tax treatment or destination availability changes. Ask in writing about cards, authentication, investments, withdrawals, withholding and reports needed for the Southeast Asian tax return.
Make French administration accessible from abroad
Keep FranceConnect-compatible access, a working authentication method and a secure way to receive official messages. Update schools, vehicle registration, insurers and service contracts through their own processes. French citizens can register free of charge with the Registre des Français établis hors de France; it is optional but recommended and can help with consular services, documents and voting.
Order civil-status and school documents early, then ask the receiving Southeast Asian authority about apostilles, legalisation and translation. EU simplifications for documents circulating inside Europe do not automatically apply when a document is presented in Southeast Asia.
Build one French departure folder
Keep each official decision beside the evidence that supports it, so the family is not reconstructing the move from overseas.
| Folder section | What belongs in it | Who may need it later |
|---|---|---|
| Tax residence | Homes, family dates, travel, work and economic ties | French and destination tax authorities |
| Tax filings | 2042 / 2042-NR, notices, address and French-source income | Impôts and the destination adviser |
| Health | CPAM decision, new policy, clinical and prescription records | Insurer, hospital and destination doctor |
| Pensions / benefits | Career statement, caisse answers and final benefit notices | Pension bodies and future claims |
| Property / finance | Contracts, valuations, lender, insurer and provider instructions | Managers, banks and tax advisers |
| Family documents | Civil, school, custody and authenticated copies | Visa, school and local authorities |
