Driving licences and car setup in Indonesia
In Bali and other road-led family locations, a car or driver can be useful—but informal rental practice is not a legal standard. Match the licence to the vehicle, confirm which immigration document supports a local SIM application and verify the BPKB and STNK before treating any car as yours.

The short answer
What does a family need before driving in Indonesia?
Do not assume that a foreign licence alone is sufficient. Confirm the accepted domestic-licence and IDP combination for the stay, vehicle class and issuing country. Foreign residents seeking an Indonesian SIM need the immigration documents specified for their status and must complete the applicable health, psychological, theory and practical requirements. Vehicle ownership is evidenced through BPKB and registration through STNK, and broader motor insurance should be arranged separately from statutory accident-fund contributions.
Foreign and local licence routes
Choose the route that matches your real stay
These are planning routes, not automatic entitlements. The authority makes the decision from the current rule and the documents you actually present.
Visitor with foreign documents
Ask Korlantas/Polri whether the home licence and authorised IDP are recognised for your nationality, stay and vehicle category; then obtain written insurer acceptance.
Temporary resident
Police Regulation 5/2021 describes passport plus service visa or temporary stay permit evidence for foreign experts and students, with application tests and checks.
Permanent resident
The regulation identifies passport and permanent stay permit documentation for a foreign national domiciled permanently in Indonesia.
International Driving Permit
Check recognition; do not treat an IDP as permission by itself
Indonesia's police issue their own international permit under the 1968 Vienna framework, but an overseas permit must still be recognised and paired with its valid domestic licence and correct category.
- Use only the authorised issuer in the home-licence country.
- Carry the original licence and passport with the IDP.
- Match the motorbike or car category.
- Check rental and insurer acceptance in writing.
Local licence
A new Indonesian SIM application includes testing
The applicable police rules combine administrative evidence with health, psychological, theory and practical requirements. Ask the local Satpas office which immigration category and validity period apply to you.
- 01
Match the immigration route
Present the facts—permanent residence, expert work, study, diplomatic status or another category—and ask which passport, visa, KITAS or KITAP evidence is accepted.
- 02
Choose the correct SIM class
Apply for the car or motorcycle class that matches the vehicle; one does not substitute for the other.
- 03
Complete health and knowledge checks
Allow time for the required medical and psychological evidence, theory process, biometrics and fees.
- 04
Pass the practical requirement
Complete the assigned practical test and verify the class, name, restrictions and expiry on the licence issued.
Documents to prepare
Build one consistent licence file
Names, dates, address, immigration status and vehicle category should agree across every document. Bring originals and check which copies or translations the authority wants.
Identity and stay
- Valid passport
- KITAS, KITAP, service visa or diplomatic evidence applicable to the route
- Indonesian address and contact details accepted by the office
Licence application
- Current SIM application and correct vehicle class
- Health and psychological evidence
- Theory, practical, biometric and fee confirmations
Overseas evidence
- Original valid domestic licence
- Authorised IDP for any recognised visitor route
- Driving history and no-claims evidence for insurer review
Buying and registering a car
Finish the ownership chain before treating the car as yours
BPKB is the official proof-of-ownership book; STNK records the vehicle registration and registered owner details. A sale receipt alone is not enough. Ask the local Samsat/Polri service which foreign identity and residence documents it will accept before paying.
Verify BPKB and STNK
Match the seller, registered owner, plate, chassis, engine and tax details to the physical car and original documents.
Check the vehicle independently
Inspect mechanical condition, flood and crash history, finance or security interests, tax position and child-seat anchorages.
Complete balik nama
Confirm the identity, receipt/deed, physical vehicle check, BPKB and STNK steps needed to put ownership and registration in the buyer's name.
Insure before collection
Arrange voluntary third-party and comprehensive protection, named drivers, flood/earthquake terms, towing and claims support.
Used-car check
Do not let the paperwork and the vehicle tell different stories
- Original BPKB and STNK are genuine and consistent
- Seller identity and authority to sell are clear
- Chassis, engine and plate match every document
- Tax, finance, theft, crash and flood checks completed
- Transfer can be registered using the buyer's documents
- Insurance and child restraints are active before family use
Motor insurance
Separate the legal minimum from the protection you expect
Ask the insurer to explain the policy using one real accident: injury to another person, damage to their vehicle, damage to your car, a flooded engine and a driver using foreign documents.
SWDKLLJ accident fund
The statutory road-accident contribution collected through vehicle administration supports the Jasa Raharja compensation system; it is not a comprehensive motor policy for your car and liabilities.
Third-party liability
Ask an OJK-authorised insurer what liability protection is mandatory at the purchase date and what voluntary third-party cover should be added.
Comprehensive or total-loss cover
Check all-risk versus total-loss-only protection, flood, earthquake, civil disturbance, theft, authorised repairs, excess, towing and geographic limits.
Children in cars
Know the law; choose the safer family standard
The WHO 2023 Indonesia profile recorded no national child-restraint use law and noted that seat-belt law did not cover all seating positions. Check for any later national or local change before travel.
A legal gap is not a safety standard. Use an age- and size-appropriate restraint in a rear seating position with a compatible belt or anchorage on every journey.
- Choose a vehicle with rear three-point belts for every occupied seat
- Verify ISOFIX/top-tether compatibility rather than relying on a listing
- Keep the child out of the front airbag position
- Use the same restraint standard with drivers, rentals and school transport
Motorbikes and scooters
Legal to rent does not mean licensed, insured or family-safe
The driver needs the correct SIM or recognised motorcycle entitlement, and both rider and passenger need compliant helmets.
WHO's 2023 profile recorded powered two- and three-wheeler users as 80% of Indonesia's reported road deaths in 2021. Bali's everyday scooter culture does not remove exposure, poor helmet fit or insurance exclusions.
Do not use scooters as routine child transport. Arrange a restrained car, reputable driver or verified school vehicle before choosing a home that depends on a two-wheel last mile.
School transport
Verify the vehicle behind the school-bus promise
This guide checks the legal and safety setup. Our separate family-transport guide helps you compare the school run, journey time and everyday alternatives.
Identify the legal operator
Ask the school for the vehicle owner/operator, registration, insurance, driver licence and written responsibility for the route.
Inspect occupant protection
Check rear belts, compatible restraints, doors, seating, air conditioning, driver and attendant supervision and final-child sweep.
Plan for Bali conditions
Confirm pickup access, wet-season delays, ceremonies/road closures, breakdown replacement and direct family communication.
Before moving
Complete the research that travels well
You cannot finish local registration from abroad, but you can remove avoidable delays and plan safe transport for the weeks when the answer is still pending.
Ask the authority, not the rental desk
Confirm foreign-licence/IDP recognition and the local SIM route with Korlantas/Polri for your status.
Carry the original document trail
Bring licence, IDP, passport, driving history and no-claims evidence, then organise KITAS/KITAP documents after arrival.
Book protected transport first
Arrange a reputable car and driver that accepts your child restraints while you assess routes and vehicle ownership.
Research BPKB/STNK before cars
Learn the official transfer chain and find independent mechanical and document checks before contacting sellers.
Save these questions
Ask the authority, seller and insurer the same precise questions
Written answers tied to your documents and the actual vehicle are more useful than a general promise that foreign families drive there all the time.

Common questions
Questions about driving and car setup in Indonesia
Does an International Driving Permit guarantee that I can drive in Indonesia?
No. An IDP supports and translates the domestic licence that it was issued from. The destination must recognise the relevant convention, both documents must be valid, the vehicle category must match, and the insurer and any rental company must accept the arrangement. It is not a standalone licence.
Does a car licence let me ride a scooter or motorbike?
Not unless the underlying licence and any local licence or IDP include the correct motorcycle category. A rental company handing over a scooter does not prove that you are licensed or insured.
Can I buy a car before I have a local driving licence?
Ownership, registration, finance, insurance and permission to drive are separate questions. It may be possible to own a vehicle before you can lawfully drive it, but do not pay until the registration authority, insurer and any finance provider confirm the exact route for your identity and immigration status.
Is compulsory motor insurance enough for a family car?
Usually not. Compulsory cover is commonly designed around minimum third-party injury or liability protection. Ask what it excludes, then compare voluntary comprehensive cover, named-driver rules, flood and theft protection, repairs, roadside help, child-seat replacement and claims support.
What should we arrange before moving?
Check the correct IDP with the authorised issuer in the licence country; obtain a current driving record if useful; scan licences and no-claims evidence; ask insurers for written eligibility; shortlist child seats that fit locally sold vehicles; and budget for safe temporary transport while local documents are completed.
Can a foreign resident get an Indonesian driving licence?
Police Regulation 5/2021 describes administrative routes for foreign residents using passport plus the immigration documents relevant to permanent residence, expert work, study or diplomatic status. Applicants must also satisfy the current health, psychological, theory and practical requirements for the correct SIM class.
What are BPKB and STNK?
BPKB is the police-issued proof-of-ownership book. STNK is the vehicle-registration document and records the vehicle and registered owner details. Match both originals to the physical car and complete the formal ownership and registration transfer rather than relying on a receipt.
Does Indonesia require child car seats?
The WHO 2023 Indonesia profile recorded no national child-restraint use law. Check for later changes, but regardless of the legal position, use a recognised, size-appropriate restraint in a compatible rear seat for every child.
