Driving licences and car setup in Vietnam

Vietnam's roads demand more than confidence behind the wheel. Families need a document route that matches the vehicle category, a registration plan that works for the buyer's status and a child-safe car that remains practical in dense traffic, heavy rain and limited parking.

The short answer

What does a family need before driving in Vietnam?

Vietnam recognises qualifying 1968 Vienna Convention IDPs when carried with the matching domestic licence and correct category. Eligible foreign residents with a valid national licence and qualifying residence documents of at least three months can apply to exchange it for a Vietnamese licence. Vehicle registration and ownership evidence must be resolved before purchase, and compulsory civil-liability insurance is only the minimum layer.

Start with permission—not the car

Three checks must give the same answer

A 1968 Convention IDP and the underlying licence travel together. If the issuing country or permit does not qualify—or residence makes conversion the appropriate route—complete the Vietnamese process before driving.

01

The country recognises it

The transport authority accepts the licence and any supporting IDP or translation for this stay.

02

The category matches

Your documents cover the exact car, scooter or motorcycle—not merely another class.

03

The insurer accepts you

The policy covers the driver, document route, vehicle, territory and family use in writing.

Foreign and local licence routes

Choose the route that matches your real stay

These are planning routes, not automatic entitlements. The authority makes the decision from the current rule and the documents you actually present.

Can be recognised with the home licence

1968 IDP holder

Both the domestic licence and 1968 Convention IDP must be valid, issued through a qualifying country and cover the vehicle being driven.

Conversion may be available

Foreign resident

Foreigners living, working or studying in Vietnam with qualifying residence documents of at least three months and a valid national licence can be considered for the corresponding Vietnamese class.

Do not rent or buy to drive

No matching entitlement

An IDP does not add a motorcycle class or validate an ineligible licence. Ask the licensing authority about the training and test route that applies.

International Driving Permit

Vietnam uses the 1968 Convention route

The permit must have been issued under the 1968 Vienna Convention by a participating state and be carried with the corresponding domestic licence. A differently formatted international permit should not be assumed valid.

  • Verify the issuing country's 1968 Convention status.
  • Carry both original documents and passport.
  • Match car or motorcycle categories exactly.
  • Confirm the insurer accepts the driver and documents.

Local licence

Conversion follows the valid home-licence category

The national public-service procedure sets a document-based exchange for qualifying residents; it does not convert an IDP or an expired, temporary or unverifiable licence.

  1. 01

    Confirm residence eligibility

Check that your work, study or residence evidence meets the current three-month-or-longer requirement and identify the licensing authority for your registered stay.

  2. 02

    Translate the licence correctly

Arrange a Vietnamese translation certified through an accepted Vietnamese notarial or diplomatic route and keep it attached to the licence copy as required.

  3. 03

    Submit and attend

Complete the current application, present originals for comparison and have the official photograph taken. The public-service portal lists a five-working-day decision target for a complete file.

  4. 04

    Check class and expiry

The Vietnamese licence reflects corresponding categories and cannot outlast the qualifying foreign licence or residence document. Record the earliest expiry.

Documents to prepare

Build one consistent licence file

Names, dates, address, immigration status and vehicle category should agree across every document. Bring originals and check which copies or translations the authority wants.

01

Identity and residence

  • Passport and current entry details
  • Temporary/permanent residence card or accepted diplomatic/service identity
  • Evidence of registered residence, work or study where requested
02

Licence evidence

  • Original valid national driving licence
  • Certified Vietnamese translation joined to the copy
  • 1968 IDP for the visitor route—not as a conversion substitute
03

Application file

  • Current exchange application
  • Health certificate where the stated exception does not apply
  • Originals for comparison, fee and official photograph

Buying and registering a car

Finish the ownership chain before treating the car as yours

Vehicle-registration rules depend on the buyer's identity, lawful residence and the documents proving origin and ownership. Foreign residents should ask the provincial traffic-police registration authority to confirm the exact route before paying, because eligibility and acceptable address evidence are not the same as permission to drive.

1

Confirm who can be registered

Give the registration authority your nationality, residence document and address and ask whether the vehicle can be recorded in your name.

2

Verify origin and ownership

Match the seller, registration, chassis and engine details; check taxes, finance, inspection and transfer evidence before deposit.

3

Complete tax and registration

Use the current police/public-service route for transfer, registration and plates with the original vehicle and supporting documents.

4

Insure and equip the car

Put compulsory liability cover in force, compare voluntary protection and fit child restraints before the first family journey.

Used-car check

Do not let the paperwork and the vehicle tell different stories

  • Registration authority confirms the buyer's eligibility
  • Seller, registration, chassis and engine details match
  • Tax, finance, inspection and transfer status verified
  • Independent mechanical, crash and flood check completed
  • Compulsory and voluntary insurance active for all drivers
  • Rear belts and restraint anchorages tested before purchase

Motor insurance

Separate the legal minimum from the protection you expect

Ask the insurer to explain the policy using one real accident: injury to another person, damage to their vehicle, damage to your car, a flooded engine and a driver using foreign documents.

Required

Compulsory civil liability

Decree 67/2023 governs compulsory civil-liability insurance for motor-vehicle owners. Check the valid certificate, exclusions, limits and claim procedure.

Add broader protection

Voluntary vehicle cover

Compare own damage, theft, flood, glass, passenger benefits, authorised repairers, towing and how value and excess are calculated.

Essential condition

Driver validity

Ask the insurer to confirm the domestic licence, 1968 IDP or Vietnamese licence, correct class and every regular driver in writing.

Children in cars

Know the law; choose the safer family standard

Current legal position

Since 1 July 2026, a child under 10 and shorter than 1.35m in a private car must use an appropriate safety device and must not sit in the driver's row, except in a one-row vehicle. The device rule excludes passenger-transport businesses under the amended provision.

SettleHappy family standard

Use a recognised child restraint in private cars, taxis and technology cars wherever it can be installed safely. A passenger-transport exception does not change the child's crash risk.

  • Record both age and height
  • Ask whether the exact vehicle has usable rear three-point belts or anchorages
  • Keep installation instructions in Vietnamese and English
  • Plan the seat for taxis, drivers and school transport—not only your own car

Motorbikes and scooters

Legal to rent does not mean licensed, insured or family-safe

Legal starting point

The driver needs a valid entitlement for the motorcycle category and compliant helmets are required for rider and passenger.

Why families should pause

Dense mixed traffic and limited physical protection make motorbike travel a high-consequence choice, particularly for children, in rain or at night.

A safer plan

Do not make motorbike transport the fallback that completes the nursery or school journey. Arrange a restrained car or verified school vehicle.

School transport

Verify the vehicle behind the school-bus promise

This guide checks the legal and safety setup. Our separate family-transport guide helps you compare the school run, journey time and everyday alternatives.

Check the legal operator and contract

Ask the school who owns and operates the vehicle and how the route and passenger list are recorded.

Look for required protections

School vehicles require child imaging and left-behind warning equipment; preschool and primary vehicles need age-appropriate belts or seating.

Verify the handover

Confirm attendant, roster, safe boarding, final-child check, delay messages and the plan for rain, flood or breakdown.

Plan everyday family transport in Vietnam

Before moving

Complete the research that travels well

You cannot finish local registration from abroad, but you can remove avoidable delays and plan safe transport for the weeks when the answer is still pending.

1

Verify the 1968 IDP route

Use the authorised issuer and check the convention and category before leaving home.

2

Arrange licence translation evidence

Research the accepted Vietnamese certification route and bring the valid licence and residence documents it will support.

3

Budget for a driver first

Use a verified car and driver while learning traffic conditions and completing licence and registration checks.

4

Bring or source the right restraint

Confirm the seat standard, dimensions and exact vehicle installation before relying on local availability.

Save these questions

Ask the authority, seller and insurer the same precise questions

Written answers tied to your documents and the actual vehicle are more useful than a general promise that foreign families drive there all the time.

  1. 01

Was my IDP issued under the 1968 Convention and does it match my home licence?

  2. 02

Do my residence documents qualify for conversion today?

  3. 03

Which Vietnamese class will be issued and when will it expire?

  4. 04

Can the registration authority put this car in my name?

  5. 05

Are the origin, transfer, tax and inspection documents complete?

  6. 06

What do compulsory and voluntary policies each cover?

  7. 07

Can every child use an appropriate restraint in the regular vehicle?

  8. 08

Does the school vehicle have the required warning, imaging, belt and supervision arrangements?

Common questions

Questions about driving and car setup in Vietnam

Does an International Driving Permit guarantee that I can drive in Vietnam?

No. An IDP supports and translates the domestic licence that it was issued from. The destination must recognise the relevant convention, both documents must be valid, the vehicle category must match, and the insurer and any rental company must accept the arrangement. It is not a standalone licence.

Does a car licence let me ride a scooter or motorbike?

Not unless the underlying licence and any local licence or IDP include the correct motorcycle category. A rental company handing over a scooter does not prove that you are licensed or insured.

Can I buy a car before I have a local driving licence?

Ownership, registration, finance, insurance and permission to drive are separate questions. It may be possible to own a vehicle before you can lawfully drive it, but do not pay until the registration authority, insurer and any finance provider confirm the exact route for your identity and immigration status.

Is compulsory motor insurance enough for a family car?

Usually not. Compulsory cover is commonly designed around minimum third-party injury or liability protection. Ask what it excludes, then compare voluntary comprehensive cover, named-driver rules, flood and theft protection, repairs, roadside help, child-seat replacement and claims support.

What should we arrange before moving?

Check the correct IDP with the authorised issuer in the licence country; obtain a current driving record if useful; scan licences and no-claims evidence; ask insurers for written eligibility; shortlist child seats that fit locally sold vehicles; and budget for safe temporary transport while local documents are completed.

Which IDP is valid in Vietnam?

Vietnam recognises qualifying IDPs issued under the 1968 Vienna Convention when carried with the matching valid domestic licence and correct vehicle category. Confirm the issuing country's status and insurer acceptance before travel.

Can a foreign resident exchange a licence in Vietnam?

The current public-service procedure allows qualifying foreigners living, working or studying in Vietnam with a valid national licence and accepted residence documents of at least three months to be considered for the corresponding Vietnamese licence. Temporary, expired or unverifiable licences and IDPs are not exchangeable.

What changed for child restraints in Vietnam in 2026?

From 1 July 2026, a child under 10 and shorter than 1.35m in a private car must use an appropriate safety device and must not sit in the driver's row, except in a one-row vehicle. The amended device provision excludes passenger-transport businesses, but families should still use a suitable restraint where it can be fitted.
