🇮🇩 Pet relocation · rules before flights
Moving pets to Indonesia and Bali
Indonesia's national import process and Bali's provincial rabies controls are two different decisions. A pet released at an Indonesian international entry point is not automatically allowed to continue to Bali, and inter-island movement is itself a regulated quarantine journey.

The short answer
Can families move a dog or cat to Indonesia and Bali?
For an eligible international arrival, Indonesia's quarantine authority asks for an official origin-country health certificate, vaccination record, protective rabies-antibody titre evidence, pre-arrival notice and presentation of the animal to quarantine at the designated entry point. That national release is not a Bali permit. Current Bali rabies-control instruments restrict movement of dogs, cats and other rabies-vector animals into the province, so families must obtain current written authority before planning Bali at all.
The official route
Treat national entry and Bali movement as separate permissions
A workable Jakarta or other eligible-port arrival does not answer the Bali question. The destination province must be lawful before the international route is built.
Ask whether entry is legally available
Name the exact province and island. For Bali, obtain current written advice from both quarantine and the provincial veterinary authority before paying an agent or airline.
Check rabies status and import conditions
Indonesia's 2026 guidance says pets must not originate from a country experiencing a rabies outbreak. Confirm the current country position and any permit requirements.
Prepare health, vaccine and titre evidence
Arrange the official health certificate, vaccine book and protective rabies-antibody titre result to the format and timing requested.
Complete the current electronic steps
Register through the system directed by quarantine and submit prior notice before leaving the origin country.
Report at the designated entry point
Present the animal and original file to quarantine. Only after the required actions and health clearance can an official release certificate be issued.
Start a new movement procedure
Domestic movement can require PTK Online, a veterinary certificate, vaccine record, rabies titre and checks at departure and arrival—and the destination may still prohibit entry.
Chip · vaccines · permission · certificate
Make each requirement prove the same journey
Rules can change with origin, disease status, port and travel date. Use the official position below as your starting point, then have the destination authority and departure-country veterinary authority confirm the exact file in writing.
Microchip
Use as the permanent identity anchorConfirm the current national requirement for the exact route and make the ISO-readable number match the titre, vaccines, health certificate and booking.
Rabies evidence
Vaccination book plus protective antibody titre in current guidanceAsk the authority which laboratory, threshold, sampling date and validity are accepted for the origin and intended entry point.
Prior notice and permission
Complete before departureUse the official registration/prior-notice route specified by Indonesian Quarantine and keep proof of submission and acceptance.
Official health certificate
Issued by origin-country authorityCarry the original government veterinary certificate and every supporting test or attestation named in the current conditions.
Build the travel file
Keep originals, scans and names in step
Read the chip before clinical work begins. The pet description, owner or consignee, dates, route and microchip number should agree across government, veterinary and airline records.
International entry
- Official origin-country health certificate
- Vaccination book and protective rabies titre result
- Prior-notice and registration confirmations
Identity and journey
- Microchip record consistent across the file
- Airline and transit permissions for every segment
- Named entry point, quarantine contact and local representative
Provincial movement
- Written confirmation that the destination province permits entry
- PTK Online and domestic veterinary/quarantine certificates where applicable
- Departure and arrival reporting plan for any inter-island movement
Quarantine and release risk
Plan for the outcome—not only the best case
“No routine quarantine” never means automatic entry. An officer can still inspect, test, detain or refuse an animal when health, identity or paperwork does not meet the current conditions.
National arrival
The animal must be reported and surrendered for quarantine actions at the designated entry point. Release follows only after officials find the requirements met and the animal free of quarantine disease.
Domestic movement
An inter-island journey can trigger a separate health and quarantine process even after lawful international release. Check both the origin and destination units.
Bali or prohibited route
A national document is not permission to bypass provincial restrictions. Do not accept assurances about discreet landings, ferries or informal routing.
Airline and transit planning
A legal pet can still be refused at check-in
Government import permission, export certification and airline acceptance are separate approvals. Build the route around the animal—not around the cheapest passenger fare.
Read IATA pet guidanceOperating airline
Confirm cabin, accompanied-baggage or cargo acceptance for the pet, crate, breed, temperature, aircraft and every segment. A codeshare marketing carrier cannot answer for the operator.
Travel container
Measure the standing animal, follow the operating carrier's current IATA-based container specification and practise calm crate time well before departure.
Transit and disruption
Check the scheduled transit and every realistic diversion. Ask who handles the pet if a connection is missed, the flight changes aircraft or cargo cannot be transferred airside.
Welfare plan
Discuss fitness to fly with the vet, avoid routine sedation, plan water and feeding, and choose a route that limits heat exposure, handling stages and long layovers.
Breed, species and local restrictions
Check every layer that can say no
A border authority, transit country, airline, local council, building manager or landlord can each apply a different rule. Exotic pets need species-specific CITES and wildlife checks rather than a dog-and-cat checklist.
Bali rabies controls
Bali has specific legal instruments controlling the entry and circulation of rabies-vector animals. The current authority position—not an old blog or agent promise—decides whether a route is available.
Origin disease status
Import availability can change when the origin has a rabies outbreak or another animal-health restriction. Recheck close to travel.
Island logistics
Domestic airlines, ferries and quarantine posts add their own acceptance and welfare constraints. A legal route must also be safe and realistically timed.
The first 24 hours
Make arrival calm after a complicated journey
Keep the collection plan simple, leave time for official checks and make one adult responsible for documents while another watches the animal.
Report immediately
Present the pet and complete file to quarantine at the designated international entry point.
Wait for official release
Do not hand the animal to an onward transporter until the quarantine veterinarian issues the applicable release certificate.
Pause before another island
Reconfirm the domestic permit, veterinary certificate and destination permission before any onward movement.
Use a lawful final address
Keep landlord consent, secure transport and a local vet ready; do not let temporary housing create an unplanned provincial move.
Continue the family plan
Connect the pet route to the home and daily routine

Common questions
Questions about moving pets to Indonesia and Bali
Can we import our dog into Jakarta and then take it to Bali?
Do not assume so. International release in Indonesia does not override Bali's provincial controls, and inter-island movement is regulated separately. Obtain current written confirmation from Indonesian Quarantine and Bali's provincial veterinary authority before planning either leg; never use an informal route.
Does an Indonesian import permit cover every island?
No. The import document relates to a particular international movement and entry point. Domestic movement can require new quarantine notice, veterinary certification, vaccine/titre evidence and destination approval, while a province may restrict the species entirely.
How early should we start planning a pet move to Indonesia?
Start several months before the family flight. Vaccination sequences, antibody tests, permits, government-endorsed certificates, quarantine reservations and airline capacity run on different clocks. The route should be checked before any non-refundable ticket is booked.
Can a normal vet issue every document?
A private vet can usually implant or scan a microchip, vaccinate and prepare clinical records. The final export or health certificate may need endorsement or issue by the competent government veterinary authority in the departure country. Confirm that distinction early.
Can our pet travel on the same flight as us?
Sometimes, but cabin, accompanied-baggage and cargo options depend on the operating airline, aircraft, route, pet size and local rules. Ask the operating carrier for written acceptance for every flight segment, not only the ticketing airline.
Should we sedate our pet for the flight?
IATA advises against routine sedation or tranquilisation because of possible adverse effects in transport. Discuss welfare and any medical need with the treating vet and carrier; never medicate solely to make airline acceptance easier.
What if our route changes after the permit is issued?
Stop and recheck the import authority, export authority and airline. A different date, port, transit country, flight number or consignee can invalidate a permit, certificate or quarantine reservation.
Do transit-country rules matter if we stay airside?
They can. A through-airside transfer is not automatically exempt from animal-health, customs or airline-transfer controls, especially when bags or cargo must be collected. Get confirmation for each transit and contingency airport.
Are airline breed restrictions the same as government import restrictions?
No. A country may admit a breed that an airline refuses to carry, while housing, local licensing or insurer rules can add further restrictions. Check all four layers separately.
What should be arranged for the first day?
Confirm who meets the pet, where inspection or quarantine happens, how the crate is collected, pet-friendly transport, a secure home, water and familiar food, and a local vet who can help if the animal is unwell after travel.
